With reference to your letter of the

31st October, 1919, addressed to the British Consul, Hongkong on the subject of a proposed importation of

Chinees labourers for service in faifa, Palantine, i am

directed to inform you that the recruitment of indentured labour requires the permission of His Majesty's Government and is, generally speaking, forbidden.

The recruitment of "assisted labour",

where assistance is given in the matter of passagen, is

pomitted, if the consent of the Government of the importing country is first obtained and if the proposed contract is approved by this overment.

The terms of the contrect would of

course be a matter of arrangement but I am to point out that the question of remittances to China is of the firet importance in the case of Chinese labourers and with the present high rate of exchange a clear agreement on this point probably at a fixed and fabourable rate of exchange for at least a portion of the wigen would be essentin].

On the sufficiency of the waves mentia ed by you in Palestine, it is impossible in iongkong to offer an opinion but it is considered that,
